Fourth class use - first pound rate

There were several first pound Zone and time combinations that cost twelve cents.

The envelope above was sent within Zone 1 for twelve cents, which would date it between January 1, 1949 and October 1, 1951.

This cover has a 1949 postmark, and the presence of a merchandise label with no indication that it was to go first class would indicate it weighed between 8 and 16 ounces and was sent fourth class. (Twelve cents is too much postage for a weight of 8 ounces or less to keep it third class.) Or it could have been sent first class, per the dated cancel, for four times postage. It, too, was sent within Zone 1.
