Fourth class use - multiple pound rates

There were a number of multiple pound Zone and time combinations that cost twelve cents.

The mailing tube was sent to Zone 3, and the twelve cent rate would have been correct at nine cents for the first pound, two cents for second pound or fraction thereof, and a one-cent minimum surcharge effective from March 26, 1944 to January 1, 1949.

This fragment of a package was sent to zone 1, but the twelve cent rate could cover postage in several periods. From 1938 to March 26, 1944 for four to five pounds the postage would have been eight cents for the first pound and three times 1.1 cents, rounded up. From March 26, 1944 to January 1, 1949 twelve cents would have covered only three to four pounds, as there was a one cent minimum surcharge in effect. And between January 1, 1949 and October 1, 1951, twelve cents was the zone 1 rate for one pound.
