The Fifteen-cent Prexie

The registry fee for no indemnity and indemnity up to and including $5 was fifteen cents from July 1, 1928 until March 26, 1944. Any registered mail within these limits sent free in a penalty envelope during this time could be franked with a solo fifteen-cent Prexie. However, a Postal Bulletin of July 10, 1942 stated that registered mail could not be free-franked by active duty members of the armed forces.

This cover, mailed in March of 1943, was in clear violation of the stated rule, but was sent anyway. Either the mail clerks were sympathetic to the serviceman, or they were not aware of the rule.
