Printed matter - treaty rate with Mexico
The postal treaty with Mexico specified a rate of one-and-one-half cents per two ounces for printed matter, commercial papers and samples of merchandise from April 1, 1932 until November 1, 1953.
A college bulletin sent to Mexico. Within the U.S. it would have been given the second class rate, probably one cent, but there was no such class for foreign printed matter.
