This package wrapper was used to send material from the United States Mint in Philadelphia to Lewiston, Maine, which is parcel post zone 4. The only combination that makes sense at 1940 insurance and parcel post rates is that the package weighed from one to two pounds and was insured for $5.01 to $25. Postage would have rounded to fourteen cents and the insurance would have cost ten cents.
