The combination of surface mail to most UPU countries at five cents and an international registry fee of fifteen cents was in effect from December 1, 1925 until February 1, 1945. A return receipt cost an additional five cents from April 1, 1879 until November 1, 1953.
This cover was sent registered, return receipt requested, surface rate to China in December of 1941. It did not reach the addressee.
