Special delivery to a UPU country

Surface mail cost twenty-five cents when sent special delivery to most UPU countries from September 1, 1926 until November 1, 1954.

This cover was sent special delivery from a branch of the International Refugee Organization in Ludwigsburg through the United States APO system in 1950, thus costing five cent postage plus twenty cents for special delivery. The IRO was a non-permanent Specialised Agency of the United Nations, founded July 1, 1947 and closed on February 28, 1952.
