The combination of surface mail to most UPU countries at five cents and an international registry fee of twenty cents was in effect from February 1, 1945 until January 1, 1949.

This cover was sent registered surface rate to Scotland in June of 1945.

Mail sent through the APO system used the same rates as the domestic system. This registered cover was sent from APO 751, Bremen, Germany to Copenhagen, Denmark in August of 1948.
