Special delivery airmail to a country with a ten-cent airmail rate

Twenty cents was the foreign registry fee to Mexico from April 1, 1927 until July 1, 1957. Airmail postage to Mexico was ten cents per half ounce from December 1, 1932 to June 11, 1945.

This cover was sent special delivery to Mexico on January 15, 1941. In spite of the unofficial hand stamp saying that special delivery cost ten cents, the cost to Mexico was twenty. The cover was returned to sender as unclaimed.
